Answer: I assume you're referring to a web based community. It could be either or both, depending on the community's terms of service and the webhost's terms of service.

Unless your group has actual toes violations in it (like adult content when it's not in the adult category, copy right laws) you have nor thing to worry about. If that person does report you, and you have no toes violations going on, don't worry about it. Y! Wont just delete a group over these complaints, they actually investigate the report.
